Scandal is arguably one of the most watched TV series presently, and the new season continues to be more scandalous. So Olivia and Jake were leaving on a jet plane and Fitz was about to start his second term thanks to the pity vote, courtesy of Papa Pope secretly murdering the First Son. Olivia's dad also locked her mom in the B-613 hole and appeared to have Harrison killed.
Meanwhile, Abby was still washing her eyes out with soap after seeing Huck bang Quinn on the OPA table and Huck reconnected with his wife, aka Astrid from Fringe. And Jake left David the B-613 files, encouraging him to take down the bad guys.
The episode opens with Olivia on a deserted island having hot beach sex with Jake and getting regular wine deliveries. In other words, she's in Heaven. She's changed her name to Julia Baker (an homage to Diahann Carroll's character from Julia, a trailblazing show for African-American women). But all of that changes when she gets a letter with a newspaper clipping about the death of Harrison. This, of course, brings her back to D.C.
When Olivia and Jake return, she finds that OPA is shut down. Where is everyone?

The world was shocked when one of the music business' best couples Wiz Khalifa and Amber Rose announced they were divorcing. Amber, who was spotted no less than a month ago looking loved up at the MTV VMA awards with Wiz, filed suddenly citing 'Irreconcilable Differences'. According to TMZ, Amber fired for divorce the next day after catching Wiz with another woman at 2am! Amber apparently made the shock discovery when she arrived unannounced to the home that Wiz had recently moved into following their marriage troubles. TMZ sources claimed that Wiz made it clear that the marriage was over two weeks prior when he reportedly said 'I just didn't want to be married to her anymore.'. OUCH! Such a shame, we really loved them as a couple! Hope this break-up doesn't get any nastier especially with their poor son Sebastian involved!

Scandal actress Kerry Washington made a spectacular comeback to the red carpet as she made an appearance at the Women In Film Crystal and Lucy Awards in Los Angeles on Wednesday. Kerry has always been a front runner in the style stakes with her cute and quirky style choices and she certainly didn't disappoint us. Kerry gave birth to her first daughter Isabelle Amarachi just over six weeks ago and appears to have snapped straight back into shape. 

Kerry looked fresh and beautiful in a black and paint splatter plunge cocktail dress and pointed orange courts. Her soft smokey eye and burnt orange lipstick was framed by her soft romantic curls. She has always been a class act and we're glad to have her back!

Executive summary on the procurement of NCAA operational vehicles
“The Nigerian Civil Aviation Authority, NCAA, is the statutory regulator of the Nigeria Civil Aviation Industry.

Consequently, the NCAA is charged with oversight responsibilities over all civil aviation operations in the country, including safety, security and strict compliance with ICAO Standards and Recommended Practices, SARPs, and Nigerian Civil Aviation Regulations, NCARs.

2. Towards the effective implementation of its statutory regulatory responsibilities, therefore, it is imperative that the NCAA is fully equipped with highly specialised tools and facilities, including adequate operational vehicles to cover all 22 national airports and over 400 airstrips. In keeping with standard practice, provision is therefore made annually for the replacement of obsolete, inadequate & unreliable monitoring equipment.

3.In the 2013 budgetary appropriation, provision was made for the procurement of specialised equipment (including operational vehicles) to complement and in some cases replace obsolete ones.

Furthermore, the fact that NCAA, as the regulator of the industry, often plays host to dignitaries from ICAO, IATA, US FAA, AFRAA, AFCAC BAGASO, CANSO, ACI and a host of others makes it necessary to have specialised operational vehicles.

4.With regard to the procurement of additional operational vehicles (including BMW Security Vehicles), the following due process was observed:
(I) By letter dated April 15, 2013, NCAA officially requested authorisation from the Federal Ministry of Aviation to procure 56 operational vehicles through lease financing. This option was proposed to the ministry to enable the NCAA make 36 monthly payments based on receipts from Internally Generated Revenue, IGR. 


The Ministry therefore granted due approval.
(ii)Based on the ministry’s approval, the NCAA invited Expressions of Interest from all Banks in Nigeria for the financing of the said vehicles. EOI was adopted because the procurement is two sided. First, the financier would have to be selected before the supplier is determined. This is in line with procurement best practices.
(iii) On May 24, 2013, the response received from the various banks to the Expression of Interest, EOI, request was opened publicly and minutes of the opening exercise was duly documented. During the EOI opening exercise, NCAA got commendation from one of the Civil Society Organisations, CSOs, approved by BPP who were invited for the opening exercise.
(iv)  The evaluation of the expression of interests was held on May 31, 2013 during which First Bank Plc, Union Bank Plc and Stanbic IBTC emerged most responsive. On the June 10, 2013 the above three banks were invited to submit Financial Proposals. Thereafter, First Bank emerged the highest rated responsive bidder.
(v)Between June 20 and 25, 2013, invoices were received from various accredited motor vehicle dealers during which only Coscharis Motors Limited quoted for BMW Security Vehicles.

(vi) On June  28, 2013, NCAA Parastatal Tenders Board approved the selection of First Bank Ltd for the Lease Financing as well as Metropolitan Motor Vehicles and Coscharis for the supply of the vehicles.  All  necessary approvals  were duly  sought  and  obtained accordingly.

(vii) Between  July 8, 2013 to August, 12, 2013 various meetings were held with First Bank Ltd, contract agreement was signed and necessary documentation executed.

Your Excellency is respectfully invited to note:
(i) The crucial statutory role of the NCAA in regulating civil aviation operations in the country, including safety, security and strict compliance with ICAO Standards and Recommended Practices (SARPs) and Nigerian Civil Aviation Regulations (NCARs).
(ii) The need for NCAA to be fully equipped with highly specialized tools and facilities (including operational vehicles) to enable the effective implementation of its statutory functions.
(iii) The procurement of specialized operational vehicles is duly provided for in the NCAA 2p 13 (IGR) Budget and the need for adopting instalmental lease payments over36rionths.
(iii) That Due Process was followed in the procurement of the said operational vehicles.

Heidi Klum - I Didn't Cheat on Seal with My Bodyguard!!

Seal’s accusation that Heidi Klum cheated on him during their marriage is absolutely false ... at least that’s what Heidi is telling close friends.

Seal said straight out "Heidi was screwing the bodyguard while they were together --- and that is why their marriage fell apart".

Heidi told one close friend today her relationship with the bodyguard was "strictly professional" while she was with Seal.

The friends tell us that since the split, Heidi says she has gotten "very close" to the bodyguard ... who has helped her through the difficulties of ending a marriage

After it was reported yesterday that Heidi Klum was dating her bodyguard of four years, Martin Kristen, after photos of them cavorting on the beach emerged, TMZ approached Seal for his comments about the relationship and Seal told TMZ that Heidi had been having the affair with the security guard before they separated earlier this year. What he said below...

"To be quite honest, if there is going to be somebody else in their lives, I'd much rather it was a familiar face. I guess the only thing I would have preferred is that. I guess I didn't expect any better from him, I would have preferred Heidi show a little bit more class and at least wait until we separated first before deciding to fornicate with the help, as it were. This incident happened yesterday afternoon at Adeniji Adele, Dolphin Estate, Phase 2. A little girl ran into a woman's shop crying. The woman asked her why she was crying, but the little girl couldn't really express herself. She just kept pointing at a particular direction, and crying. Then a few minutes later, the shop owner saw a man approaching her shop and calling on the girl to follow him. The woman asked the man who he was and why he was after the girl. The man probably realized the women wasn't going to release the girl to him, so he tried to run. The woman raised an alarm immediately shouting ole ole, thinking he was a kidnapper, not knowing he had done something much worse.

  Youths in the area thinking the man was a thief descended on him. The man kept saying he wasn't a thief that the little girl was known to him. They turned to the girl and pressured her to tell them what the guy had done to her; the 3 year old told them that the man had taken her to the last floor of a 3 story building and hurt her. They checked the girl's panties and saw blood all over her private area. The blood had even dropped to her legs but nobody noticed on time.

On hearing this, the youths descended on him once again, this time more brutal. They stripped him naked, and beat him with stick, stones, bottles, etc until someone called the police who then took the man away.

Lindsay Lohan stiffed the famous Chateau Marmont hotel to the tune of $46,350.04, and she is now persona non grata.

TMZ has obtained a letter from the General Manager of the hotel where John Belushi infamously OD'd ... The GM notes the hotel repeatedly requested payment for the 47 days Lindsay stayed there during the months of June and July ... but LiLo never anted up.

Lindsay -- who had been living at the hotel -- was ordered to get her stuff out by 12 PM August 1.  She was then banned from the entire property.

Now get this ... We also got the itemized bill for June and July, and it's clear -- Lindsay spends like a drunken sailor. 

-- Minibar charges for the 47 days:  $3,145.07.  The highest daily tab ... July 1st -- $502.43!!!

-- Cigarettes: $686.  She blew through 49 packs in 47 days at $14 a pop

-- Chateau Candle: $100

-- Chateau restaurant:  On July 4 Lindsay racked up a $1,992.07 bill.  On top of that, she spent $685.96 that day on room service.

Chris Okotie verbally attacks ex-wife Stephanie during church service

This happened in his House Hold of God Church just two days ago...during his sermon on Sunday August 12th. According to some members of his church that attended the service that Sunday morning, pastor Chris Okotie threw caution into the wind and verbally attacked his estranged wife, Stephanie Henshaw, comparing her to Jezebel in the bible and saying that he was free to judge her because of what he suffered in her hands. (He didn't say what). He was also quoted as saying that Stephanie was free to go to CNN or BBC to talk about him but he will never take her back.

Those who listened to him said he sounded so bitter and had never spoken about her like that before.

Pastor Chris has also taken back the two expensive cars he gave Stephanie during their four year marriage; a Benz S Class and a BMW X6.
